About this opportunity

This RFI presents an exciting opportunity for service providers to actively contribute to the development of the tech ecosystem and workforce in Palestine. By responding to this RFI, service providers will help shape the final considerations for implementation of this program, and help identify to prospective funders the capacity of the development sector and private sector to achieve the aspirations of Anera’s development investment bond.

As critical partners in this endeavor, service providers play a pivotal role in ensuring the quality of service provision, leading to increased competency of Palestinian tech talent. This RFI provides a platform for service providers to demonstrate their expertise; elevate solutions for achieving the objectives of trained workers placed with micro, small and medium-sized enterprises; and contribute to the long-term success and sustainability of the tech ecosystem in Palestine.

While we are inviting interest to participate in this development impact bond, the RFI process will not award any funding. Entities who respond will be invited to apply to the future proposal stage. In recognition of the important role providers will play in furthering the DIB design, respondents to this RFI will receive ongoing communication and updates from Anera about progress as we move ahead towards the delivery of what we hope will be a groundbreaking intervention towards supporting the realization of the economic opportunities the tech sector represents in Palestine.

Who should respond

Anera is seeking input from service providers who meet the following criteria:

  • At least 2-3 years of experience in tech career acceleration operations in Palestine or similar market.
  • An established (or be ready to establish) local presence and may have international partnerships with tech companies.
  • A demonstrated presence in the West Bank or Gaza. International service providers without a track record of service delivery in Palestine should have a local partner to ensure appropriate context for their responses or be prepared to invest in the required capabilities locally.
  • Strong preference for providers or enterprises that have a proven track record of placing trainees into jobs. This is a primary outcome and will be a key consideration.

Anera will consolidate the responses and publish them on anera.org/plus-rfi-faq no later than June 12th. Anera reserves the right to respond collectively to these questions, and may elect not to respond individually to duplicate submissions.

Final submissions in response to this RFI must be submitted as a PDF attached to an email sent to [email protected] no later than 23:59 Ramallah time, on June 26, 2023.
