Anera's Commitment To Accountability and Compliance in Gaza

Anera is firmly committed to accountability and compliance to laws in all of our work. We are dedicated to providing assistance solely to legitimate and capable institutions while adhering strictly to U.S. laws. Our policies and practices are designed to ensure that our humanitarian efforts are both effective and compliant with all relevant regulations. This is true in all of the places where Anera works, including Gaza.

Accountability and Compliance in Gaza: Rigorous Screening Processes

To maintain the integrity of our operations, we rigorously screen individuals and agencies against computerized lists of terrorist organizations maintained by the U.S. Treasury Department’s Office of Foreign Assets Control (OFAC) and SAM.gov. Anera is also a signatory to U.S. anti-terrorism certification procedures. Due to Hamas being designated as a “terrorist group” by the U.S. State Department, Anera strictly does not engage or coordinate with them. Our continuous vetting process extends to all our partners, donors, staff and collaborators.

Local Evaluation and Oversight

Our local staff plays a crucial role in evaluating potential partners. They assess factors such as accountability, management, technical capacity and community outreach to determine if an institution is capable and eligible to receive Anera’s support. This thorough evaluation ensures that our assistance reaches those who genuinely need it and can use it effectively.

Long-standing Compliance

For over 45 years, Anera has received funding from the U.S. government and, more recently, from the United Nations. Both of these entities enforce stringent controls, and Anera is proud to comply fully with their requirements. Our adherence to these rigorous standards highlights our commitment to transparency and accountability.

Addressing Misinformation

Unfortunately, given the context of our work, there are always organizations and individuals looking to slander organizations working with Palestinians, including Anera. It is important to note that Anera has a longstanding “no contact” policy with Hamas. Our mission is strictly humanitarian, and we do not seek to advance any political parties, ideologies, or religious agendas.

All Anera partners, employees and vendors are vetted through U.S. OFAC-compliant software and SAM.gov. We also conduct our own vetting within the local community. If any person or entity associated with our work is identified as being on a designated list of persons deemed to be associated with terrorism, or if credible information comes to our attention suggesting such associations, we immediately cease doing business with them.

Claims that include Anera on any list of "Hamas-aligned charities" are false, libelous and defamatory. Anera has consistently coordinated with and reported to COGAT, the Coordinator for Government Activities in the Territories, an Israeli military unit that vets aid programs to Gaza. We take utmost care in our aid operations, ensuring that our spending is closely monitored and our goals are narrowly tailored to benefit only the intended recipients.
